Sparkles - PSP Script

After Cassel re-wrote some code because this script was initially written in 2013, it worked flawlessly. It added a glitter effect to the edges of text which is what I was looking for. I use PSP 2021 Ultimate and this worked on both the 32 and 64 bit versions.
