If you want to create your own background paper with scattered design, you can use the brush tool and click endlessly to cover your surface. However, this will limit you to one or two colors at the most.
This script will cover any image surface on a separate layer (so you can even work on a work in progress) with the brush tip of your choice and up to 6 different colors. You also get the options for the average size of each imprint and the size variation.
Everything will be random, so you will never get the same result twice, even with the same colors and options.
The end result will be a layer covered in the chosen design, but without a background so you can customize even further.
Once the script is done, you can tweak the result by adding more designs in areas where they are sparse, or you can add different designs between the ones created by the script. So many possibilities.
